The Capital Tax Collection Bureau (CapTax) is Central Pennsylvania’s longest-serving and largest non-profit Earned Income Tax Collection agency, serving 66 midstate municipalities, townships and school districts. We also collect Local Services Tax, Occupation Assessment Taxes and Personal Taxes for certain members.

The Capital Tax Collection Bureau (CapTax) is a registered non-profit corporation comprised of Pennsylvania municipalities and school districts from Cumberland, Dauphin, Franklin, Juniata and Perry Counties. Each member body appoints a representative resident to our governing board, which meets throughout the year to conduct Bureau business. 

How?

Our main function is to administer and collect the Local Earned Income Tax and Net Profit Tax (EIT) for our member agencies. We currently collect EITs for 66 municipalities and school districts in the five-county region. Membership in CapTax is open to any registered city, borough, township or school district in Pennsylvania.

We also administer and collect the Local Services Tax (LST) for municipalities and  school districts, as well as such other local and more specific tax initiatives as the Occupational Assessment and Personal taxes charged in some member areas.

CapTax also provides essential delinquent collection services for all of the taxes we collect, thereby lowering the costs of those services to our members. These savings are often passed on to you the taxpayer in the form of reduced or more stable income and other tax rates – so you pay less!
